California Rule of Professional Conduct 1.5.1 permits attorneys in different firms to divide fees in connection with a referral—even if the referring lawyer assumes no responsibility and performs no work on the case—provided three conditions are met:

California Rule of Professional Conduct 7.2(b)(4) permits non-exclusive reciprocal referral arrangements among attorneys, provided that the client is informed of the existence and nature of the arrangement.
